Waste Collection Services Policy

Council is seeking comment on the Waste Collection Services policy. This policy document is available for viewing by visiting Council’s website or Council’s office.

Council is inviting written submissions to be received by Council prior to close of business on Tuesday 5 February 2019.

Development Proposal

Blayney Shire Council has received development application DA85/2018 for the development of an extractive industry at 12 Grahamstown Road, Blayney, being Lot 2 DP847740. The proposed development would also affect an unnamed road reserve and the western portion of Marshalls Lane. The proposed development involves:
  • Extraction of up to 250,000 tonnes per annum of material at an average rate of 150,000 tonnes per annum;
  • Crushing and screening of the extracted material using mobile plant to produce a range of products for the road maintenance and construction industry, as well as a range of other quarry products;
  • Transportation of the extracted material from the project site; and
  • Construction of associated infrastructure.

The applicant for the proposed development is Ben Volkofsky.

The consent authority for the proposed development is the Blayney Shire Council. However, the Western Joint Regional Planning Panel has the function of determining the application.

The proposed development is designated development pursuant to Schedule 3 Designated development of the Environmental Planning and Assessment Regulation 2000.

The proposed development is also integrated development under Section 4.46 of the Environmental Planning and Assessment Act 1979. General terms of approval are required under Section 48 Licensing requirement – scheduled activities of the Protection of the Environment Operations Act 1997.

The Environment Protection Authority (EPA) NSW is the approval body for Section 48 Licensing requirement – scheduled activities of the Protection of the Environment Operations Act 1997.

The documents may be inspected period of 30 days, from Friday 2 November 2018 until Monday 3 December 2018. The documents may be inspected during ordinary office hours.

During this period, any person may make a written submission to the Blayney Shire Council concerning the development application. If a submission is made by way of objection, the grounds of the objection must be specified in the submission.

All submissions will be provided to the Western Joint Regional Planning Panel and may be viewed by other persons with an interest in the application.

Unless the proposed development is a development about which the Independent Planning Commission has conducted a public hearing, any person who makes a submission by way of objection, and who is dissatisfied with the determination of the consent authority to grant development consent may appeal to the Land and Environment Court.

If the Independent Planning Commission conducts a public hearing, the Commissions determination of the application is final and not subject to appeal. 

Exhibition of Council's Audited Financial Statements 2017/18 

In accordance with Section 418(3) of the Local Government Act 1993, Blayney Shire Council advises that the Financial Statements and the Auditor’s Reports for the financial year ending 30 June 2018 will be presented at the Ordinary Council Meeting on Monday 19 November 2018.

In accordance with Section 420 of the Local Government Act 1993, any person may make a submission in writing to Council with respect to the Council’s Audited Financial Statements or the Auditor’s Reports. Submissions will be received up till the close of business 26 November 2018.
