2609/024 RESOLVED: That Council:

1. Endorse the proposal to lease part of Collins Street, Carcoar to Mr. Eric Foote and Mr. Todd Hahn.
2. Place the proposal on public exhibition for a minimum 28 days, and seek input from adjoining owners, in accordance with the Roads Act 1993.
3. Be provided with a further report upon closing of the public exhibition period for consideration of submissions and determination of lease proposal.

Issued under Environmental Planning and Assessment Act 1979 Schedule 1.
Proposed Development: Re-exhibition (Number 3) of Modification (DA2024/0007/1) to approved 5MW solar farm including solar array, inverter station, security fencing, temporary construction facilities and new powerline connection to adjacent Essential Energy Infrastructure. The Modification relates to;

• The removal of Battery Energy Storage Systems (BESS) from the previous modification proposal
• Relocation of approved inverter to the north-west of previous location

Relocation of PV arrays as follows:

• Addition of PV arrays to the north-east corner of the solar farm
• Deletion of PV arrays along western side, and south-east corner of the solar farm

The proposed Modification requires re-exhibition.

The consent authority for the proposed development is Blayney Shire Council.

Any person wishing to make a submission must do so in writing, stating the grounds for any objection, by 5pm Thursday 22nd October 2026. Submissions must be made in writing and must clearly indicate the following:

• Name and address of the person making the submission, including phone and email address.
• The submission should relate directly to the proposed development and if the submission is by the way of objection, it must state the reasons for objection.
