Blayney Waste Facility

The Blayney Waste Facility is open seven days a week, excluding Christmas Day, New Years Day, Good Friday and Easter Sunday. 

Normal opening hours for the Waste Facility are:

  • Monday to Friday: 9am to 5pm
  • Saturday & Sunday 9am to 12pm & 2pm to 5pm

Normal opening hours for the Buy Back Shop are:

  • Monday - Sunday: 10am - 12pm & 2pm - 4pm

Waste Management

Blayney Shire Council operates the Blayney Waste Facility (BWF) located on the Mid-Western Highway just outside of Blayney. This facility is available to all ratepayers.

The Local Government Act requires Councils to levy an annual charge for providing domestic waste management services on all parcels of rateable land for which the service is available, whether or not it is actually used.

Council resolved that each rate assessment should contribute towards the $1.32 million Blayney Shire Council is forecast to expend on Waste Services in 2018/19. For the 2018/19 rate assessment, Council resolved all properties should contribute $20 through their annual individual rate assessments to contribute to more equitably share the operational expenses for Waste Management Services across the Blayney Shire. This Waste Management Levy raises 6% of the total forecast expenditure.

It costs approximately $136 to process 1 tonne of waste at Blayney Waste Facility.  

This levy will contribute towards the costs of operating the Blayney Waste Facility, processing of materials, disposal of rubbish in public litter bins, Village recycling bins and the recent 66% cost increase to process recyclable materials, being incurred not only at a local but global level.

Recycling & Green Waste

One benefit of this levy is from 1 July, any residential green waste and tree/ prunings can be delivered to the Blayney Waste Facility at no cost - no longer incurring a user charge for residents in the Blayney Shire. This is in addition to the following recyclable items, that can be disposed of at no cost; clean fill, steel, motor vehicles, glass bottles, aluminum cans, plastic bottles, cardboard & paper and electronic waste items.

The only charges imposed at the Blayney Waste Facility gate, will be for the disposal of non-recyclable waste items including; general waste, timber waste, bricks & concrete, commercial waste, tyres, lounges & mattresses, animals and asbestos. This is a win for the community and the environment.

An added benefit is recycled material will be diverted from landfill helping the environment and extending the life of the Blayney Waste Facility. This will assist to reduce costs associated with a new landfill facility to the community in the future and for future generations.

Recycle, Swap, Go

Recycle, Swap, Go is an initiative of Blayney Shire Council. Recycle, Swap, Go has been designed to make recycling for Blayney Shire residents even easier by streamlining the recycling process and allowing surplus recyclable material to be moved on. Council has developed a Pollution Incident Response Management Plan(PIRMP) that will guide Council's response in the event of any pollution incidents that may occur at the Blayney Sewage Treatment Works.

Pollution Monitoring Summary

Background

Blayney Shire Council is committed to managing waste responsibly, and is required by legislation to publicly report on potential pollution from two sites around Blayney.

  • Blayney Sewage Treatment Works
  • Blayney Waste Disposal Depot

These sites, operated by Blayney Shire Council, are required to have Environmental Protection Licences (EPL) which are administered by the NSW Environmental Protection Authority (EPA) under the Protection of the Environment Operations Act 1997. An EPL allows a business to operate as long as it adheres to certain conditions which are stipulated in each licence.

Recent changes have been made to the legislation through the Protection of the Environment Legislation Amendment Act 2011. As a result of these changes, it is compulsory for licensees to publish pollution monitoring data that is required to be collected as a condition of their licence. This applies to data obtained after 31 March 2012 as per Requirements for Publishing Pollution Monitoring Data (EPA March 2012). How often sites are sampled varies for each site depending on the activity being undertaken and the requirements of the conditional licence for pollution monitoring. Not all licences require pollution monitoring as part of the conditional licence.

Some EPA monitoring points don't require pollution monitoring but are for other parameters, such as volumetric flows. Where concentration limits are included in the licence these have been included in the data tables for the pollution monitoring results.
