Millthorpe CBD Project
The Millthorpe CBD is undergoing an upgrade to enhance safety, accessibility, and amenity while preserving the village’s heritage charm. This project will deliver key infrastructure upgrades, improve stormwater management, and create a more pedestrian-friendly environment. This project is Stage 1 of the Millthorpe Village Centre MasterPlan.
FUNDING:
- $284,569 from NSW Government Stronger Country Communities Program
- $386,431 from Blayney Shire Council’s Developer Contribution Fund
TIMELINE:

Note* this project will be undertaken in multiple components, with Council (and contractors) coming and going over the period to complete the project. This is done seeking to limit disruption to both businesses and residents.

PROJECT COMPONENTS
The following is a summary of the components endorsed by Council as stage 1 of the Millthorpe CBD Improvements and Upgrade which are listed below and generally reflect the anticipated order of commencement:
- Formalise reverse angle parking in Victoria Street (between Pym & Park Streets) - Complete
- Installation of stormwater network pipes from the Montgomery Street / Pilcher St corner to Victoria St intersection - Complete
- Kerb realignment and pram ramp crossing on corner of Victoria and Montgomery Streets
- Road upgrade of Montgomery Street (between Victoria and Pilcher Streets)
- Formalise drainage and new hardstand area for reverse angle parking at start of Pilcher Street
- Pram ramps and blister crossings including reinstatement and bluestone kerb repairs between both corners from:
- Tonic across Victoria Street to the Old Bank Building, and
- Tonic across Pym Street towards IGA
- Installation of pram ramp, blister and pavement chevron on corner of Montgomery and Victoria Street.
- Pram ramp and blister to be located away from Victoria Street (between Grand Western Lodge and Old Bank Building).
- Existing ramp removed and bluestone kerb reinstated.
- Tree plantings and landscaping (final plans TBC)
- Footpath resurfacing adjacent to Grand Western Lodge - On hold until legal matter is resolved

PROJECT IMPACTS
• Victoria Street and Pym Street are planned to be open for the duration of the project. Some components may require traffic control (e.g. one way at certain times), please follow signage and directions of traffic controllers.
• Montgomery Street (Victoria to Pilcher) will be closed to vehicles for parts of the project, detours will be in place.
Council will liaise with residents and businesses within the road closed area directly. Pedestrian access will predominately be open, however please follow signage.
• Working Hours: Generally, 6 am to 5 pm, Mondays to Thursdays with additional works on Fridays/Saturdays only if necessary.

PROJECT BACKGROUND
In 2022 with government grant funding, Council completed a Master Plan for the Millthorpe Village Centre following extensive community consultation.
In 2024, Council received additional funding to complete a detailed scope and costing of Stage 1 of the plan, and to construct some components of the plan. Additional community consultation with residents and direct businesses owners was completed in mid-2024.
In December 2024, Council endorsed the detailed scope and costings, as well as additional funding from developer contributions to enable completion of all components of stage 1.
WHAT IS THE DURATION OF THE WORKS?
The entire project is expected to be completed prior to June 2025, weather permitting. Council will ensure that works will be programmed to minimise disruption. Work will be conducted between 6am - 5pm, 5 days a week with the majority of works occurring Monday to Thursday. Intermittent works outside of these hours may occur, including on weekends. Council will undertake the work in stages to provide access and minimise disruption to businesses for shoppers, staff, owners, residents, and delivery workers.
WILL THERE BE ROAD CLOSURES DURING CONSTRUCTION?
Victoria Street and Pym Street will be open for the duration of the project. WILL THERE BE PARKING AVAILABLE DURING CONSTRUCTION?
Yes. The first step is to formalise reverse angle parking on Victoria Street between Park Street and Pym Street increasing the number of parks available in the centre of the village.
Parking may be impacted when completed some components of the project, however with a staged approach few parks will be impacted during each step of construction.
WHAT WILL PARKING IN THE CBD LOOK LIKE AFTER THE WORKS ARE COMPLETED?
By the end of the project, with the formalised reverse angle parking on Victoria (Pym to Park St), and Pilcher St and parallel parking on Montgomery Street there will be a net gain of approximately 6 additional delineated parking spaces.
The installation of pram ramps at the Victoria / Pym Street intersection will take the place of 4 informal/non-delineated parking spaces.
